openregs check-regime
Check that a directory is still a well-formed regime repository.
The rules a regime repository holds to that nothing else checks: it holds exactly one regime and that regime is not one the engine itself ships; its scope names real instruments and says what it covers once it holds any text; somebody is answerable for it, in a team the forge can resolve where the corpus lives; the engine is pinned to an exact commit, the workflow checks out that commit, and every other commit sha the repository names outside the corpus is that same one; the corpus carries CC-BY-4.0; and the sign-off gate is present and still publishes the protection requires. One row per rule, exit 1 on any failure, and the sign-off row prints every context to require — requiring one nothing publishes blocks every merge for ever. This runs in the repository’s own CI, so the rules keep holding after openregs init-regime stops being involved.
